Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.
What the data shows
The strongest counties for a large AI load are Bexar County, TX (94), Harris County, TX (91), Clark County, NV (89), Pecos County, TX (85) and Maricopa County, AZ (85): each has substations at 345 kV or more, 3.8 GW or more of new generation seeking to connect, and industrial power at 8.4¢/kWh or less.
ISO queues hold 1,284 GW of active generation and storage requests, and ERCOT alone tracks 474.7 GW of large-load requests, 90% of them data centers. We track 138 announced or operating AI campuses; Texas has the most (27).
Industrial power is cheapest in New Mexico (5.2¢/kWh), Louisiana (6.7¢/kWh) and Oklahoma (6.7¢/kWh) (EIA, July 2026 YTD). 29 states exempt data center equipment from sales tax; 5 have paused or repealed theirs.
Where AI data centers are being built
138 US AI campuses of roughly 50 MW and up, announced, under construction or operating, from company releases, filings and trade press. By state: Texas 27, Virginia 15, Ohio 9, Pennsylvania 7, Nevada 4, Missouri 4, Oregon 4, Georgia 4. MW as announced (some gross, some IT); blank where none was given.

Interconnection queues and large-load requests
A queue is the line of requests waiting for the grid operator to study a connection. Generation queues show where new supply and grid upgrades are coming; large-load requests show the competition for them. Active requests only, as each ISO publishes them (see the glossary entry).
| ISO / RTO | Active requests | MW | Agreement signed | Largest types | Queue file |

- ERCOT. As of June 2026, ERCOT was tracking about 474.7 GW of large loads seeking interconnection through 2033; ERCOT counts 420.8 GW of the requests as data centers (90.2% in its project-type breakdown). 5.9 GW was energized and 3.2 GW approved to energize but not yet operating; 36.0 GW had met the study requirements, 135.5 GW was under ERCOT review and 284.3 GW had not submitted studies. In September 2026 ERCOT conditionally placed 66.4 GW in its Batch Zero study as base load and 127.9 GW as studied load, and has paused energizing new large data centers pending the audit Gov. Abbott ordered on August 3. ERCOT, Jul 29, 2026
- PJM. PJM forecasts its summer peak at 222,106 MW in 2036, up 65,733 MW in ten years, with large load adjustments for data center growth in 14 transmission zones, including Dominion (Virginia), AEP, ComEd and PECO. Near-term adjustments now require firm commitments, so they came down from the 2025 forecast. PJM, Jan 14, 2026
- NYISO. The only ISO queue that lists large loads by county: 53 active load requests totaling 14 GW, many of them data centers and crypto mining. They are counted county by county in the explorer.

Methodology and sources
The site score adds six capped parts to a number out of 100. It ranks counties to look at first; it is not a site appraisal, says nothing about a given parcel, and only the utility's load study can say how much power a site can take and when.
- Transmission (25 points). Highest substation voltage in the county (500 kV and up 15 points, 345 kV 12, 230 kV 8, 115-161 kV 4), plus 2 points per substation at 230 kV or more, up to 10. Substations are inferred from where HIFLD transmission lines end: ends within 500 m are merged, and a point counts where three or more lines meet or the line records name it.
- Generation pipeline (20 points). New generation and storage seeking to connect in the county: active ISO queue requests, or EIA-860M planned generators where that is larger (the only pipeline data outside the seven ISOs). Up to 15 points on a square-root scale reaching full marks at 5 GW, plus up to 5 for MW with a signed interconnection agreement or under construction (full at 1 GW). New supply nearby is where co-location and grid upgrades happen.
- Industrial power price (20 points). The state’s average industrial electricity price, year to date (EIA). The cheapest states score 20, the most expensive 0, in a straight line between the 5th and 95th percentile of states.
- Existing and retiring plants (15 points). Operating generation in the county, up to 9 points (full at 2 GW, square root), plus up to 6 for plants retired in the last five years or scheduled to retire in the next five (full at 1 GW): their interconnection and land can be reused.
- Sales tax exemption (10 points). 10 points where a data center program in force removes the state’s own sales and use tax on data center equipment in full (local taxes may still apply, as in Texas); 5 where it removes only part of the state tax: an abatement down to a reduced rate (Nevada’s, to 2%), an abatement of part of the tax, or a refund of part of it; 4 where a program is pending or paused; 0 otherwise. A state is scored on its main program, not on smaller partial tiers.
- Data center activity (10 points). GPU-ready colocation facilities (1 point each), bitcoin mining sites (3 each) and announced AI campuses (4 each), up to 10. Also a proxy for fiber, which has no free county-level dataset.
Counties are placed by the county each source names, and anything with coordinates (transmission line ends, and power plants in Connecticut, whose sources still name the counties it replaced with planning regions in 2022) by the 2024 Census county shapes; colocation facilities and mining sites, which are listed by city, are placed by the Census location of the city. Requests a queue lists without a county count toward the state and ISO totals only. Power prices are state averages (EIA, July 2026 YTD): what a large load pays depends on its utility tariff or contract.

- PJM New Services Queue (PlanningQueues.xml) (PJM, Oct 18, 2026). Active, confirmed, suspended and under-construction generation requests.
- MISO Generator Interconnection Queue (MISO, Oct 18, 2026). Active requests and signed agreements not yet in service. Expedited (ERAS) requests often omit the county and are counted at state level only.
- SPP Generation Interconnection active queue (SPP, Oct 15, 2026). Active requests; projects already in commercial operation excluded.
- CAISO Public Queue Report (California ISO, Oct 18, 2026). Active generation requests.
- NYISO Interconnection Queue (NYISO, Oct 18, 2026). Active generation, storage and cluster requests, plus large-load requests (the only ISO queue here that publishes loads by county).
- ISO-NE Interconnection Request Queue (IRTT) (ISO New England, Oct 18, 2026). Active generation requests. The public table does not show agreement status, so none are counted as signed.
- EIA-860M Preliminary Monthly Electric Generator Inventory (U.S. EIA, Aug 2026). August 2026 inventory: operating, planned and retired generators by county and balancing authority.
- HIFLD Electric Power Transmission Lines (U.S. DHS HIFLD (open data), Sep 5, 2023). Lines of 100 kV and up. HIFLD no longer publishes substations openly, so substations here are inferred from line ends: ends within 500 m are merged, and a point counts where three or more lines meet or the lines’ SUB_1/SUB_2 fields name it. Unnamed ends of one or two lines (segment breaks, taps) are not counted.

Questions
- How do I find power for a data center?
- Start from the grid, not the land. Shortlist counties with transmission substations at 230 kV or more, generation being built nearby and a low industrial tariff, then ask the utility's large-load team for a load study at a specific substation: that study, not a map, says how many MW you can take and when. Sites with a history of big loads shorten the wait: retiring power plants (their interconnection can be reused), bitcoin mines converting to AI and powered shells. Where the grid can't deliver in time, on-site generation (behind-the-meter) is the fallback. The site finder scores all 2,895 counties on these signals.
- What is a data center interconnection queue?
- It is the line of requests waiting for a grid operator or utility to study and approve a connection. Generators and storage join the ISO queues (1,284 GW across 6,787 active requests in the seven ISO queues we read); large loads such as data centers go through a large-load process with the utility and, in Texas, ERCOT. ERCOT was tracking 474.7 GW of large-load requests as of June 30, 2026, about 90% of it data centers, with 5.9 GW energized. A queue position is not capacity: most requests never connect, and network upgrades set the date.
- Where are AI data centers being built in the US?
- Of the 138 announced, under-construction and operating AI campuses we track, the most are in Texas (27), Virginia (15), Ohio (9) and Pennsylvania (7). By announced MW, the largest concentrations are in Carson County, TX (11 GW), Box Elder County, UT (9 GW) and Pike County, OH (8 GW). The site finder lists every campus with its county, developer, MW, status and source.
- What is behind-the-meter power for data centers?
- Behind-the-meter means generation on or next to the site that feeds the data center directly rather than through the utility grid: gas turbines or engines, fuel cells, or a dedicated line from a power plant. It is used to energize before the grid can deliver. 29 of the 138 campuses we track report on-site or hybrid power. Lenders underwrite the fuel supply, air permits, uptime against the grid and what the plant is worth if the data center goes away.
