Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.

What the data shows

The strongest Arizona counties for a large AI load are Maricopa County (85), Pinal County (72) and Navajo County (71) on the site score. Arizona sits in utility territory and CAISO; its ISO queues hold 7.4 GW of active generation and storage requests, 4 GW of them with a signed interconnection agreement, and it has 42 substations at 345 kV and up.

Industrial power averaged 7.7¢/kWh (EIA, July 2026 YTD), against 8.2¢/kWh a year earlier, the 11th lowest of the 50 states and DC. Arizona has paused new applications for its data center sales tax exemption. We track 3 AI campuses and 33 GPU-ready colocation facilities here.

Data center tax exemption in Arizona

Arizona computer data center tax relief program (A.R.S. 41-1519; TPT and use tax deductions under 42-5061, 42-5075, 42-5159, 42-6004)

Certified computer data centers may deduct purchases of data center equipment from transaction privilege and use tax for 10 full calendar years (20 for sustainable redevelopment projects) after investing at least $25M in counties of 800,000 or fewer residents or $50M in larger counties within five years of certification, but the Arizona Commerce Authority may not accept applications for new data centers from July 1, 2026 through June 30, 2029; the statute's application cutoff is December 31, 2033.

Recent change: Laws 2026, ch. 140 (HB 4168, signed June 13, 2026) bars new applications and new qualification for computer data centers from July 1, 2026 through June 30, 2029; news reports say centers already certified keep their relief.

How the score works

Six parts out of 100: transmission (25), generation in the queue (20), the state's industrial power price (20), existing and retiring plants (15), sales tax exemption (10) and data center activity (10). The site finder's methodology prints each formula and every source with its date. Markets: Utility territory (no ISO/RTO), CAISO (California).
