Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.

What the data shows

The strongest Colorado counties for a large AI load are Weld County (64), Pueblo County (62) and El Paso County (61) on the site score. Colorado sits in utility territory; its ISO queues hold 12 GW of active generation and storage requests, 4.2 GW of them with a signed interconnection agreement, and it has 23 substations at 345 kV and up.

Industrial power averaged 9.6¢/kWh (EIA, July 2026 YTD), against 9.0¢/kWh a year earlier, the 32nd lowest of the 50 states and DC. Colorado has no data center-specific sales tax exemption. We track 1 AI campus and 27 GPU-ready colocation facilities here.

Data center tax exemption in Colorado

No data center-specific sales tax exemption found. HB26-1030, which would have offered 20- to 30-year sales and use tax exemptions for data centers investing $250M, was postponed indefinitely in committee on May 7, 2026.

Recent change: HB26-1030 (data center incentives) died in the House Energy and Environment Committee on May 7, 2026; a similar 2025 bill (SB25-280) also failed.

How the score works

Six parts out of 100: transmission (25), generation in the queue (20), the state's industrial power price (20), existing and retiring plants (15), sales tax exemption (10) and data center activity (10). The site finder's methodology prints each formula and every source with its date. Markets: Utility territory (no ISO/RTO).
