What the data shows
The strongest Illinois counties for a large AI load are Will County (78), Cook County (70) and Lake County (63) on the site score. Illinois sits in MISO, PJM and utility territory; its ISO queues hold 88 GW of active generation and storage requests, 2.9 GW of them with a signed interconnection agreement, and it has 123 substations at 345 kV and up.
Industrial power averaged 10.2¢/kWh (EIA, July 2026 YTD), against 10.0¢/kWh a year earlier, the 35th lowest of the 50 states and DC. Illinois has paused new applications for its data center sales tax exemption. We track 3 AI campuses and 69 GPU-ready colocation facilities here.

Data center tax exemption in Illinois
Illinois Data Center Investment Program (20 ILCS 605/605-1025)
Certified data centers may receive exemptions from state and local retailers' occupation, use, service use and service occupation taxes on qualifying equipment and building materials (not electricity) for up to 20 years, in renewable five-year certificates, if owner/operator and tenants invest at least $250 million over 60 months, create at least 20 full-time jobs paying at least 120% of the county median wage, and are carbon neutral or green-building certified; by statute no new certificates may be issued after July 1, 2029, and DCEO stopped processing new applications on July 1, 2026 at the Governor's direction.
Recent change: Gov. Pritzker directed DCEO on June 5, 2026 to pause new data center agreements effective July 1, 2026 pending legislation on utility costs; agreements made before July 1, 2026 are honored.
