Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.

What the data shows

The strongest Indiana counties for a large AI load are Sullivan County (76), St. Joseph County (70) and Vermillion County (69) on the site score. Indiana sits in MISO and PJM; its ISO queues hold 60 GW of active generation and storage requests, 2.4 GW of them with a signed interconnection agreement, and it has 89 substations at 345 kV and up.

Industrial power averaged 9.2¢/kWh (EIA, July 2026 YTD), against 8.8¢/kWh a year earlier, the 27th lowest of the 50 states and DC. Indiana has a data center sales and use tax exemption in force. We track 3 AI campuses and 11 GPU-ready colocation facilities here.

Data center tax exemption in Indiana

Indiana data center sales tax exemption (IC 6-2.5-15)

Exempts qualified data center equipment and energy purchased by an IEDC-approved user at a qualified data center for up to 25 years (up to 50 years for investments over $750 million); minimum qualified investment within five years of the award certificate is tiered by county population: $25 million (50,000 or fewer residents), $100 million (50,001-100,000) or $150 million (over 100,000); no statutory jobs minimum found.

Recent change: 2026 HEA 1210 requires data centers seeking award certificates to first enter an agreement with the local unit to make a payment reported as up to 1% of their tax savings (reports differ on whether the base is electricity or total savings); a proposal to end the electricity exemption was dropped.

How the score works

Six parts out of 100: transmission (25), generation in the queue (20), the state's industrial power price (20), existing and retiring plants (15), sales tax exemption (10) and data center activity (10). The site finder's methodology prints each formula and every source with its date. Markets: MISO (Midwest and South), PJM (Mid-Atlantic and Midwest).
