Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.
What the data shows
The strongest Louisiana counties for a large AI load are St. Charles Parish (83), Iberville Parish (80) and Calcasieu Parish (70) on the site score. Louisiana sits in MISO and SPP; its ISO queues hold 15 GW of active generation and storage requests, 638 MW of them with a signed interconnection agreement, and it has 21 substations at 345 kV and up.
Industrial power averaged 6.7¢/kWh (EIA, July 2026 YTD), against 6.4¢/kWh a year earlier, the 2nd lowest of the 50 states and DC. Louisiana has a data center sales and use tax exemption in force. We track 3 AI campuses and 3 GPU-ready colocation facilities here.

Data center tax exemption in Louisiana
Louisiana data center sales and use tax exemption (R.S. 47:305.73, as amended by Act 730 of 2024), administered by Louisiana Economic Development
State and local sales and use taxes do not apply to eligible data center equipment and to construction, lease and renovation expenditures (electricity is not listed) at LED-certified data centers that attest to at least 50 new direct permanent jobs and at least $200 million of new capital investment made on or after July 1, 2024 and before July 1, 2029; purchases are made tax-free with a Direct Payment Number, under a 20-year agreement with LED that may be renewed for 10 more.
Recent change: Executive Order 26-058 (June 25, 2026) directs LED to adopt a ratepayer and community protection framework, including requiring large-load projects to fully fund the generation and transmission they need, as a condition of new and continuing certifications under the Data Center Sales and Use Tax Exemption.
