What the data shows

The strongest Maryland counties for a large AI load are Prince George's County (65), Anne Arundel County (62) and Charles County (56) on the site score. Maryland sits in PJM; its ISO queues hold 10 GW of active generation and storage requests, 977 MW of them with a signed interconnection agreement, and it has 10 substations at 345 kV and up.

Industrial power averaged 15.3¢/kWh (EIA, July 2026 YTD), against 12.3¢/kWh a year earlier, the 42nd lowest of the 50 states and DC. Maryland has a data center sales and use tax exemption in force. We track 0 AI campuses and 3 GPU-ready colocation facilities here.

Data center tax exemption in Maryland

Maryland qualified data center sales and use tax exemption (Tax-General § 11-239)

Sales and leases of qualified data center personal property (computer equipment and software, HVAC and mechanical systems, electrical infrastructure such as substations, generators and UPS) are exempt for certified centers that invest at least $2 million in Tier I areas (Baltimore City, nine named counties and Opportunity Zones) or $5 million elsewhere and create at least five qualified positions paying 150% of the state minimum wage within three years; electricity used to run the center is not exempt, and the annually renewed certificate runs up to 10 years, or up to 20 years with at least $250 million invested.

Recent change: 2026 HB 560 proposed repealing the exemption; the General Assembly's bill page shows no action after its February 2026 House Ways and Means hearing, so it was not enacted.

Large-load requests in PJM

PJM forecasts its summer peak at 222,106 MW in 2036, up 65,733 MW in ten years, with large load adjustments for data center growth in 14 transmission zones, including Dominion (Virginia), AEP, ComEd and PECO. Near-term adjustments now require firm commitments, so they came down from the 2025 forecast. PJM, Jan 14, 2026

How the score works

Six parts out of 100: transmission (25), generation in the queue (20), the state's industrial power price (20), existing and retiring plants (15), sales tax exemption (10) and data center activity (10). The site finder's methodology prints each formula and every source with its date. Markets: PJM (Mid-Atlantic and Midwest).
