Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.

What the data shows

The strongest Michigan counties for a large AI load are Monroe County (78), Wayne County (74) and Ottawa County (71) on the site score. Michigan sits in MISO and PJM; its ISO queues hold 37 GW of active generation and storage requests, 4.1 GW of them with a signed interconnection agreement, and it has 69 substations at 345 kV and up.

Industrial power averaged 9.3¢/kWh (EIA, July 2026 YTD), against 8.7¢/kWh a year earlier, the 29th lowest of the 50 states and DC. Michigan has a data center sales and use tax exemption in force. We track 1 AI campus and 11 GPU-ready colocation facilities here.

Data center tax exemption in Michigan

Michigan enterprise data center sales and use tax exemption (MCL 205.54ee and 205.94cc; 2024 PA 207 and PA 181)

Data center equipment (computers, related equipment, certain software and construction materials) bought for a Michigan Strategic Fund-certified enterprise data center is exempt where the owner and affiliates invest at least $250 million and create and keep at least 30 jobs paying 150% of the regional median wage, with municipal water, 90% clean energy procurement and green building conditions; electricity is not among the exempt items, the exemption runs through December 31, 2050 (2065 on brownfield or former power plant sites), and no new certificates may be issued after December 31, 2029.

Recent change: The exemptions took effect April 2, 2025 (use tax) and April 17, 2025 (sales tax), per MEDC; repeal bills HB 5396-5398 were introduced in December 2025 and referred to committee, and a Senate repeal bill was announced in September 2026, none enacted per sources reviewed.
