What the data shows
The strongest Missouri counties for a large AI load are St. Charles County (70), Jackson County (66) and New Madrid County (57) on the site score. Missouri sits in SPP, MISO and utility territory; its ISO queues hold 17 GW of active generation and storage requests, 2.2 GW of them with a signed interconnection agreement, and it has 50 substations at 345 kV and up.
Industrial power averaged 8.6¢/kWh (EIA, July 2026 YTD), against 8.3¢/kWh a year earlier, the 24th lowest of the 50 states and DC. Missouri has a data center sales and use tax exemption in force. We track 4 AI campuses and 9 GPU-ready colocation facilities here.

Data center tax exemption in Missouri
Missouri data storage center sales and use tax exemption (RSMo § 144.810)
State and local sales and use tax on electricity and other utilities, machinery, equipment, computers and construction materials is exempt for DED-approved new data storage centers investing at least $25 million and creating at least 10 jobs within 36 months at 150% of the county average wage, for up to 15 years (expansions: $5 million and 5 jobs, up to 10 years, utilities above prior usage only), limited to the state's net fiscal benefit.
Recent change: Initiative proposal 26-149 (Ketcher), filed in March 2026, would repeal the data storage center exemptions by public vote; the State Auditor posted its fiscal impact materials on April 8, 2026, with no confirmation it qualified for the ballot. Statute last amended 2018.
