Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.
What the data shows
The strongest Ohio counties for a large AI load are Franklin County (63), Licking County (60) and Trumbull County (58) on the site score. Ohio sits in PJM; its ISO queues hold 51 GW of active generation and storage requests, 5.6 GW of them with a signed interconnection agreement, and it has 98 substations at 345 kV and up.
Industrial power averaged 10.3¢/kWh (EIA, July 2026 YTD), against 8.2¢/kWh a year earlier, the 37th lowest of the 50 states and DC. Ohio has paused new applications for its data center sales tax exemption. We track 9 AI campuses and 36 GPU-ready colocation facilities here.

Data center tax exemption in Ohio
Ohio data center sales and use tax exemption (ORC 122.175), granted by the Tax Credit Authority
The Tax Credit Authority may grant a full or partial sales and use tax exemption on computer data center equipment (including cooling and electrical equipment and building materials sold to contractors) for projects investing at least $100 million at the site (within 3 years for projects beginning in 2015 or later) and paying at least $1.5 million in annual Ohio payroll, with the percentage and term set by agreement; the governor directed the Authority to stop considering new requests after its June 1, 2026 meeting, while existing agreements continue.
Recent change: 2025: the HB 96 budget eliminated the exemption for construction materials, but Gov. DeWine vetoed that provision; no override was reported as of the latest coverage found (House leaders delayed an override vote in March 2026). May 27, 2026: DeWine directed the Tax Credit Authority to pause new data center exemption requests while a legislative committee studies data centers; HB 957 and SB 374 (2026) would bar new exemptions.

Large-load requests in PJM
PJM forecasts its summer peak at 222,106 MW in 2036, up 65,733 MW in ten years, with large load adjustments for data center growth in 14 transmission zones, including Dominion (Virginia), AEP, ComEd and PECO. Near-term adjustments now require firm commitments, so they came down from the 2025 forecast. PJM, Jan 14, 2026
