Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.
What the data shows
The strongest Oregon counties for a large AI load are Morrow County (74), Wasco County (67) and Sherman County (59) on the site score. Oregon sits in utility territory; EIA lists 7.8 GW of planned generators there, and it has 35 substations at 345 kV and up.
Industrial power averaged 8.3¢/kWh (EIA, July 2026 YTD), against 8.3¢/kWh a year earlier, the 20th lowest of the 50 states and DC. Oregon has no data center-specific sales tax exemption. We track 4 AI campuses and 23 GPU-ready colocation facilities here.

Data center tax exemption in Oregon
Oregon levies no general state sales tax, so no sales tax exemption applies to data centers; data center projects may instead use enterprise zone property tax incentives.
Recent change: 2026 HB 4084 (Oregon Laws 2026, chapter 50) restricts data centers’ use of the enterprise zone property tax exemption and updates the program’s thresholds.
