Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.

What the data shows

The strongest Pennsylvania counties for a large AI load are Indiana County (80), Allegheny County (72) and Luzerne County (69) on the site score. Pennsylvania sits in PJM; its ISO queues hold 27 GW of active generation and storage requests, 2.5 GW of them with a signed interconnection agreement, and it has 45 substations at 345 kV and up.

Industrial power averaged 10.9¢/kWh (EIA, July 2026 YTD), against 9.0¢/kWh a year earlier, the 38th lowest of the 50 states and DC. Pennsylvania has a data center sales and use tax exemption in force. We track 7 AI campuses and 22 GPU-ready colocation facilities here.

Data center tax exemption in Pennsylvania

Pennsylvania Computer Data Center Equipment Exemption Program (Act 84 of 2016, as amended by Act 25 of 2021), administered by the Department of Revenue

Computer data center equipment (servers and storage, plus electrical, cooling and related infrastructure, not electricity itself) used in a certified data center is exempt from sales and use tax; by the fourth anniversary of certification the center must make at least $75 million of new investment and create 25 jobs in a county of 250,000 or fewer people, or $100 million and 45 jobs in a larger county, then pay at least $1 million in annual compensation, and certification lasts 25 years with exemption certificates renewed annually.

Recent change: June 25, 2026: the House passed HB 2198 (197-5) to repeal the program, and the Senate passed HB 1667, a Tax Code bill, 44-6 with language that would also eliminate it; neither is law. HB 2198 has sat in Senate Finance since June 26, and HB 1667 was amended in House Rules on concurrence on July 1 and re-committed to Rules on October 6, 2026, with no concurrence vote. August 18, 2026: Executive Order 2026-05 requires new applicants to include a Consent Order and Agreement with DEP implementing the GRID standards.

Large-load requests in PJM

PJM forecasts its summer peak at 222,106 MW in 2036, up 65,733 MW in ten years, with large load adjustments for data center growth in 14 transmission zones, including Dominion (Virginia), AEP, ComEd and PECO. Near-term adjustments now require firm commitments, so they came down from the 2025 forecast. PJM, Jan 14, 2026
