What the data shows

The strongest Virginia counties for a large AI load are Chesterfield County (79), Loudoun County (76) and Prince William County (72) on the site score. Virginia sits in PJM; its ISO queues hold 65 GW of active generation and storage requests, 3.6 GW of them with a signed interconnection agreement, and it has 39 substations at 345 kV and up.

Industrial power averaged 10.1¢/kWh (EIA, July 2026 YTD), against 9.3¢/kWh a year earlier, the 34th lowest of the 50 states and DC. Virginia has a data center sales and use tax exemption in force. We track 15 AI campuses and 98 GPU-ready colocation facilities here.

Data center tax exemption in Virginia

Virginia data center equipment sales and use tax exemption (Va. Code 58.1-609.3(18))

Computer equipment and enabling software, including servers, routers, chillers and backup generators, used in a data center are exempt through June 30, 2035 (longer for operators meeting $35 billion or $100 billion tiers) where the operator and tenants invest at least $150 million and create at least 50 new jobs paying 1.5 times the local prevailing wage, reduced to $70 million and 10 jobs in distressed localities, under an MOU with the Virginia Economic Development Partnership; electricity is not covered.

Recent change: The 2026 budget (HB 30, signed June 29-30, 2026) kept the exemption after a Senate proposal to phase it out from January 1, 2027, and added a $0.011/kWh data center energy consumption tax from July 1, 2026 through June 30, 2028, projected at up to $600 million a year, with an annual revenue cap and refunds to be set out in Department of Taxation guidance.

Large-load requests in PJM

PJM forecasts its summer peak at 222,106 MW in 2036, up 65,733 MW in ten years, with large load adjustments for data center growth in 14 transmission zones, including Dominion (Virginia), AEP, ComEd and PECO. Near-term adjustments now require firm commitments, so they came down from the 2025 forecast. PJM, Jan 14, 2026
