Pipeline: active generation and storage requests in the ISO queue, or EIA planned plants where larger (outside the ISOs). Top kV: highest substation voltage. Power price: the state's industrial average. DCs: GPU colocation, mining sites and AI campuses.
What the data shows
The strongest Washington counties for a large AI load are Grant County (84), Benton County (69) and Klickitat County (69) on the site score. Washington sits in utility territory; EIA lists 3.6 GW of planned generators there, and it has 42 substations at 345 kV and up.
Industrial power averaged 7.2¢/kWh (EIA, July 2026 YTD), against 6.8¢/kWh a year earlier, the 8th lowest of the 50 states and DC. Washington has a data center sales and use tax exemption in force. We track 3 AI campuses and 32 GPU-ready colocation facilities here.

Data center tax exemption in Washington
Washington computer data center sales and use tax exemptions: rural counties (RCW 82.08.986 and 82.12.986) and counties over 800,000 people (RCW 82.08.9861 and 82.12.9861)
Server equipment and power infrastructure (not substations), plus installation labor, are exempt for an eligible data center with at least 100,000 sq ft of buildings and 20,000 sq ft of server space that adds family-wage jobs (125% of county per capita income, with health insurance) within six years and meets green building standards. Rural counties: at least 35 jobs, or three per 20,000 sq ft of new server space if fewer; construction must start by July 1, 2035 and no new certificates are issued on or after July 1, 2036. Counties over 800,000 people (King, Pierce, Snohomish): three jobs per 20,000 sq ft, at least 1.5 MW of available power, six approvals a year, and no new certificates on or after July 1, 2028. Electricity is not covered.
Recent change: 2026 ESSB 6231 removed the rural and urban county exemptions for replacement and refurbished data center equipment effective July 1, 2026; new equipment at new data centers remains exempt.
